1. What is the Amazon Pay balance cashback offer (“Offer”)?
(a) Shop with only Amazon Pay balance on Amazon.in and get 15% cashback up to a maximum of Rs.450

I believe they credit CB ASAP as sale is starting on October 4.
Like last time they did for great Indian sale (CB credited in max of 2 days)
Most likely 4th to 8th Oct sale on Flipkart will be with HDFC card this time.

Amazon & PayTm cashback model runs around loyalty, they want customer to shop more
There is rarely instant with them
So unless you are regular shopper at Amazon such offers are of no use to you
But also keep in mind, offers are there now, may not be there in future when you need it actually
That is actual reason people grab amazon balance hoping to utilise within 1 year / expiry
amazon is amazing…dey delivered the crompton led tube 18 watt for just arnd 250 rs…..packed with a box which must be alone costing arnd 40 to 50 rs….

Logically, should be applicable on both!! 
However, it is suggested – to avoid any doubts/issue – to first convert (by adding to a/c) ’Individual Gift Cards" to “Amazon Pay Balance” and then make payment directly using the APay balance…

Each qualifying transaction to be min 250. Cumulative cb max 450 in offer period.

One would there need to first understand/find out why exactly (some) credit cards give CB (and that too after 90 days) instead of Instant Discount (before the Payment): Are the reason technical/feasibility/execution related or are they related to conscious policy to achieve certain goals?
In any case, the choice between the two approaches would also depends on value/belief system and thought process of the decision maker (Read: Head-Management of the concerned organization at that time)!!
