I bought from CPAS. Card got activated after escalation to az customer representatives.. It may take another day..
whats the process you followed i.e. did you mail them the error message or anything contacted them on chat?
Had a call with customer care. They said the database is being upgraded and GC addition is not working. Systems should be back to normal by Aug 18th- 5.30AM. BTW, I tried adding a qwicksilver GC

Issue with the CPAS gift cards is, the delivery status is not being updated instantly. My gift cards were delivered by Bluedart yesterday afternoon, but Amazon sent an email late night saying its delivered. It’s only obvious to make the gift cards active after delivery so Amazon can be sure the gift card will be used by the actual recipient and not by someone in transit etc.
So is it working for you after it was marked as delivered. Did you got black one from CPAS?

Is it confirmed that this offer is indeed working on eGV purchased on Amazon?
For anyone else too that is confused by the comments, here is the summary:
1. eGVs are working fine and quite a lot of people have reported getting cashbacks and have posted screenshots
2. Some (like me) bought physical vouchers as there was an ambiguous line in T&C about digital purchases (like eBooks and Prime memberships) being ineligible.
3. The physical vouchers are sent in an inactive state so as to avoid misuse during transit. The AMZ support has asked people to use Physical Vouchers after 18-48 hours by when they will be active.
