Paying extra for lpg cylinder delivery guys

At my place these guys ask about 20 extra, since they have to climb stairs to deliver, it seemed ok and i was just paying it.
Recently i visited my friend's place, here these guys are demanding 40 . Also it's not like they have to climb stairs or anything, his house is on ground floor and it's a small town not any posh locality. When my friend offered 20 he refused to take and Delivery guy was also saying 20 for driver and 20 for himself and total is 40 and said everyone is paying it.... This looked too much to me..
my friend want to avoid any further argument and just paid it...
is it common and just go with it?
or Any idea if anything can be done here ?

At my place, they come to a central location in the colony & every individual brings their cylinder to the van & gets in a line. Each person is a delivery guy for their own cylinder. Indane service
I have complained and they refund me with apology letter. Ask for recept for this charges.
so did you have receipt for extra pay?
It's optional tips at least for ground floor deliveries.
For upper floors you may have to pay as he is carrying the cylinder upstairs.
My house is in GF. I refuse to pay. He threatens me to take back the cylinder.
I threaten him by recording a video or by telling him that I will complain to the gas company directly.
They normally oblige and deliver the cylinder.
They have to share half the money with the gas agency . This practice is common in remote areas where only 1 distributer is there.
Incident with bharat gas
Our delivery guy takes 5/- per delivery from us. The cylinder is kept just beside the front door, but still takes 5/-, otherwise they give used cylinder (2 days at local tea stall/fast food centre). I hope the piped gas line should be mandatory all over the country to end their extra demand. Till date, we have paid all the amount by cash (cylinder price + 5/-)
Some delivery person asks for it. In delhi I live on second floor and delivery person never demanded anything extra but just the bill amount on receipt.

In most cities they ask extra like-
Ground floor Rs10
Second floor 20
Third floor 30.
Even if there is Lift , they still ask extra. Earlier they took 10.
Now 20 is the rate everywhere .
It's backed by local politicians also.
Complained to Distributers, they said sir they are poor, this that etc.
Then he told We will ensure they don't ask EXTRA FROM ME , that means they will ask others 
.
But still new boys comes and ask....for peace of mind we book online using Friday offer and give the extra in cash...

if you can not afford 20 rupees then think about not paying. it is normal thing happening from long back even in my area.
This is the base level of corruption.
In 1 area if 1 house pays some tips, the delivery guy expects tips from all the houses in that area. And slowly it becomes a habit.
In an area in Bangalore's posh locality, the delivery guy is demanding for 50 to 100 rs extra as tips just because the neighbours are paying it.
That is big harm for society.
without doing snything they are earning in lakhs.
This cylinder guy earns 200-400 daily via this 20 rupees which is 6000-12000 PM a part from his 10000-15000 salary.
If you really care not to give free money to people , stop watching useless youtube videos.
I pay 30 for ground+3 floor, no lift. Feels okay.
if it was such case I too have no concern to pay extra , but demanding 40 for a ground floor is too much..
This above issue I mentioned is after online payment only ...
Tell him from next time you will get the cylinder yourself on Activa and will get 40-50rs refund for that since their delivery fees is charged already. They will shut up. I have never given anything above 20rs in the last decade. They get too much tips. Don't worry about them.
If they are not getting paid what they want form the employers, better they sud find a high earning jobs instead of asking bribes from customers.
I was also facing this for a very long time but once I contacted agency owner since that day I never been charged any thing extra
Will pay online and at delivery give Rs.10. He will keep the cylinder in ground floor front gate and we will bring the old empty cylinder at that place. We are also in Ground Floor. (If there is no change sometimes, he will not ask this 10 rs also).
The same delivery guy will get 20/30 from all others in our locality for cash delivery and first/2nd floor deliveries.
I live in gated society and do not pay anything. If they ask payments, I deny. They never do insist. If they do, I say will give next time (never happened, but if they force will tell them that I will complain).
Also, do weigh the cylinders in front of them. If the weight is less then they would have to replace it with better one and will not dare to ask money.
This is daylight corruption. Nothing else. Maybe worse, extortion.
Those who're saying that just pay, u earling in lakhs they in thousands are just justifying corruption. One is not earning lakhs for free or by sitting at home. He's 'earning' it or have 'earned' it
That's how these courtroom babus started to take bribe for putting stamp. Your land is valued lakhs, so 20 rupees is just small amount
'tipping', of any, should be according to to will of giver, not mandatory.

In Mumbai, at my old home where there were no elevators, they would climb 4 floors to deliver cylinders but never asked for extra money. HP Gas was the provider.
This thread is a grey area. It is true that they are getting paid to do this job and tips should not be expected. It is also true that their's is a hard job, they probably aren't earning a lot and it doesn't hurt you to pay them Rs 10-40 extra especially if you are drawing subsidy from GoI. I can neither agree or disagree with anyone here because both are right in their own way.
The subsidy I'm getting is from my own tax money
It's happening everywhere in villages.
In Delhi I never paid a single rupee as having valid gas connection.
But in village they take 30 rs extra and everyone is giving freely as I don't have gas connection in my village so I am forced to pay extra.
The day I will take gas connection will not pay a single rupee.
The cylinder amount is including the home delivery charges. Once i faced this issue and complained to the gas agency and the indane company. They didn't charged anything extra after that time. Now I am at a new place with new agency have a independent house. The delivery guy comes and keeps the cylinder inside my gate and takes the empty one by himself. No extra charges. Its not allowed to take extra charges. If you want to give as a generosity then its ok. But after all its their duty.
Make a complaint, they won't force you from next time.
When I take the delivery in cash, I pay the amount rounding off to next 10.
Btw I have to collect the delivery from roadside. They can't deliver to my doorstep.
I had complained 2 yrs before, got call from iocl company and scolded the guy right and left.
Got call from distributor, same thing repeated to him.
From next delivery the delivery guy is very polite asks where to keep(have 2 doors), they'll only deliver to door not inside the door( that is fine).
Never asks for extra, just leaves, I ask in my home to pay ₹10, so they don't misbehave when I am not around.
Recently after read post on weight issues, asked him to check weight in my weighing scale, he suddenly and rapidly took the new cylinder to his van and bought back another cylinder and his weight scale. I think they're skimming off gas for everyone. When asked he told due to summer there might be leak, so took that back(nonsense response).
Checked next 3 delivery the weight is perfect for me.
Hope you guys ask them to weigh infront of them.

If they ask or request indirectly as their right - They would be getting zero with taunting by their manager.
Nice way /humble /good nature - happy to pay even 50 but in our area they don't ask

We pay Zero Charges on any Floor.
Why waste time with hard labor for a pitty amount? Give them as they requested. In my town we pay 30/- per delivery and extra amount for Dusshera fest.
