Onecard Add on Card help

I tried applying add on card for my mother. I did the invite and when I downloaded the app on her mobile, the link redirects to the app, I created the m pin and when logged on it says offer is expired, which means they stopped issuing add on cards?

Even for add on card there should be offer for processing?
I think onecard is not issuing new cards, but this shows even add on cards they have put breaks.

Mine Offer Expiry Refresh Takes Nearly 2 Months.
