Can family members living at the same address avail card discounts? For example, all three members have Amazon accounts and credit cards and share the same delivery address. Possible?

card discount is applicable on card not on amazon account. Once you availed discount you cannot avail it again in same account or another account (unless its mentioned it can be)
Also I don't think so there is any issue with multiple people using same address.
I remember in my college days our hostel had to make one room to store amazon deliveries. We used to get 20-50 delivery on same address same day

Discounts are card specific. Nothing to do with addresses or Amazon accouns. If you have already availed card discount from one Amazon account, changing to a different Amazon account won't make you eligible again for the same discount using the same card.
