What do you mean by didn't claim refund? Didn't claim refund where?
If you are talking about refund in ITR, there is no user option to opt or not opt for a refund. If there is a refund in the final calculation, it is automatically refunded to your bank. The only user option is to mention which bank account you want the refund.

No you only get refund once you file returns and the refund is due , so fill it and claim the refund
