Senior advocate Rakesh Dwivedi, appearing for Unique Identification Authority of India (UIDAI), said the mandatory linkage of Aadhaar and mobile SIM was announced in pursuance of TRAI recommendation.

reality is different… the sims are being issued on aadhar basis only
