normally any debit card works..
just try adding your card at wallet.google.com and then it will deduct 50rs instant to check if you entered the correct card. it will be automatically reversed in 30 min. meanwhile you can simply buy by going on clicking the link above

Sarkari banks should be kept in arse for doing online transactions (or basically anything).
The only Debit card which works in Google Play is ICICI debit card, no other card will work. So if you don’t have one such card, or a credit card, you can open an account on Entropay and pay via it. There are small charges though, no big deal anyway. That’s what I used before having CC/ ICICI DC.
