Both cards are RuPay International Contactless card, outside India card works on Discover, Diners club, Pulse and Discover's partner network.
IDBI bank replied on twitter – Dear Sir, We regret for the inconvenience faced by you. If you are an LIC policy holder then you may please visit your nearest LIC office during the month of September 2021 & may apply for the mentioned credit card.

But, what is the expected net reward rate for LIC payments?
Does this card at all make any practical sense?
I guess, a maximum of 2% NRR as reward points will be provided with ECLAT variant. Other variants yield even less. Besides all, Reward points are always great pain. Conversion rates, devaluation, conversion charge, restricted product catalogues, inflated product prices, minimum points bar etc etc etc.
For the purpose of LIC payments:
Amazon-icici (LTF, 2%NRR in wallet) OR AXIS ACE (paid,2%NRR cashback) / Paytm-citi (paid, 3%NRR cashback) are probably better.

It’s a bit difficult to get these cards. You’d have to go to a LIC office to apply for them. And LIC office personnel are generally clueless about these.
