Offers are like this only everywhere. So nothing can be done. Its " up to" "first .. users" and so on.
I personally never trust these offers from ICICI. Unless its up front discount, icici cant be trusted. HDFC is different you do get the cashback, vouchers, etc the only thing is that by the time you get it, you have already forgotten about it. They take 3 months for fulfillment.
