Withdrawal failing on Paypal and penalty being imposed

Hello paypal users,

My automatic paypal withdrawls to SBI account are failing daily and a penalty is being applied. Because I participate in surveys, the amount remitted is sometimes not even $1. Upon contacting paypal support, the executive advised me to withdraw at least $1 minimum. Is this a new rule?

The biggest minus point is that because of RBI rules, the daily withdrawls are automatic. It is not in my hands to ensure what amount gets withdrawn. It automatically withdraws whatever amount there is in the paypal account.

Because of the failing credit transactions, paypal is automatically applying roughly 3$ of penalty for each failure. I went to the bank to see if there's anything wrong with my account, but they checked and said that all is fine.

Are you also facing this kind of issue or have faced it in the past? Please help.
