@luffy2004 -- Off course, technically Samsung s23 Fe is better than  Samsung s21 Fe.

However looking at the selling price, which is s23 costs almost double of s21, in my personal view, its not worth!

So  Samsung s21 Fe is value for money as compared to s23 Fe.

Why would you even think S21 FE could be better in any way than S23 FE in the first place?

If you just use your device for basic stuff, like listening audio, whatsapp chat, taking calls, etc, you can go for S21 FE and save some money. You'll still get 1 major android upgrade and regular updates till 2025 end, so you can carry device for next 2-3 years without any major issues as such. If battery gives any issue, get it replaced after 2 years, not very high cost. Remember, no android version upgrade or less frequent security update does NOT mean end of the device.

But if you're also looking for slightly premium device with glass back (you anyway will have to use a skin or case), better camera & video capabilities, slightly better display and performance, go for S23 FE.

Experience-wise, don't expect any major difference between the two. Ofcourse S23 FE will get more android version upgrades, which will add some latest features, but given Samsung's One UI theme over it, experience might still remain more or less same.
