Where to lodge complaint against JioFiber?

I was fed of my slow connection & decided to opt for jiofiber. Hence, I put an online request for same, (there were adds all around my locality for jio). We have to pay mandatory 1k at time of booking which I did.
Now, they don't serve JioFiber at my location and only have Jio Airfiber which is pretty costly & I don't have utility for same. So, I denied for cancellation & requested for refund. Now, I'm trying to reach support team which goes to voice-email. sent out at least 6+emails & haven't received any response.
Every 3rd-4th day I get a call to get Airfiber from new person & after putting cancellation request again, same loop starts.
How, do I get refund from these? It does mention in there website it will be non-refundable 1k but when they don't even serve can they get away with these?
Does it comes under consumer forums, grievances or the money is gone? Any input from anyone will be appreciated

on side note .. just loved the service provided by airtel fiber team ... applauses for everyone involved .
Was 1000 mandatory ?
Even I booked jio fiber online this month and it was showing pay 1000 optional and full refund if unable to provide service.
Also there was a banner showing 1000 voucher if you pay
It's been 20 days and still not received any voucher, customer care is useless asking to provide salesperson name and number who promised the voucher

JIO ke network pe acchi waali site blocked rehti hai also torrents speeds bhi kuch jammer laga dete hai , trust some local cable guy not having much tech censor nfra
So after lodging a complaint I immediately got whatsapp offer from jioFiber. No word on refund though yet

better get broadband from local providers with good review or u know someone u using it in your area
agree most local broadband is better than jiofiber and miles ahead of jioairfiber which is a beta product from jio anyway
