What to do if my bank is jot helping me recover my money for for which I didn't receive goods?

Long story short, last month I purchased a gift voucher of about Rs 10,000. The payment got deducted from my Kotak Savings account but the order got cancelled automatically. I wrote to woohoo from where I purchased it. After a week long follow up on e-mail they wrote they didn't receive any payment and asked me to contact my bank.
I raised the issue to L1 support of Kotak with evidence of my email conversation with woohoo. After 10 days they wrote back that amount has been transferred to the recipient. I wrote back highlighting the evidence again and stating that woohoo denies receiving any payment so I asked them to raise chargeback. They wrote it will take them 37 days to do anything. I asked them to escalate it and keep me posted. Haven't received any further updates Fast forward another 2 weeks, I wrote to them again and am not getting any reply.
What can I do to recover my money? How can I take RBI's help?

Kotak has the worst customer care. Go to kotak website, find the principal nodal officer email and write a detailed description of the events and cite your service no. Of the previous complaint.
You will not receive any information other than an email saying they will look into it. You have to wait 30 days, they should give you a response but probably won't. Then complain to RBI ombudsman.
There is also a number to the principal nodal officer on the website you directly call them and complain. Only on weekdays.
For a good measure, make a consumer complaint online on woo-hoo as well. They will quickly look into it and confirm if they got the money or not. Take a screenshot of the conformation and send it to the principal nodalnofficer as well the ombudsman.
Why are you buying gvs from savings account directly? Go with a credit card or even a debit card.

Kotak.. mera 3 CRN ho Gaya.. I gone for acc opening and they creadted 2 new CRN as one I already had with them that I closed 8 years ago.. this time they created with new numebr said they will change number.. still waiting..but how to combine all CRN in one?
Escalate to higher authorities simultaneously brother. RBI, KOTAK NODAL OFFICER, PGPORTAL AND X.
Don't wait more. 10k is not small amount according to me😅
