Cant always blame our public like the developed economies like to do. When you're a daily wage earner who uses wood or charcoal as primary or secondary fuel source, environmental concerns is way down the list of priorities.
People on the streets and slums burn paper, garbage and other stuff to keep warm. Not because they have low IQ but because of their desperation to keep warm.
