What is the reason Small and Medium scale Indian businesses perceive customers as burdensome?

Small and Medium scale Businesses in developed countries quickly answer customer inquiries and provide good after-sales support. This helps them grow bigger because they keep customers happy.
In contrast, Small and medium-sized businesses ( manufacturing or online businesses Importing white-label products from China and selling them under their own name ) in India don't respond to customer questions. When attempting to contact these domestic businesses for specific product information or after sales assistance, my calls and emails often go unanswered. Even though their contact and email details are on their websites, they don't follow up.
It's not just that Indian businesses don't have enough staff. Many Small and medium-sized businesses choose not to deal with customer enquiries.
Because of this, if there wasn't a aggregator platform like Amazon, to guarantee hassle free returns and refunds, I wouldn't purchase from small and medium-sized businesses in our country.
What is the reason Indian Small and Medium scale businesses perceive customers as burdensome? Have you experienced the same dealing with them.

IN INDIA Actually small and medium sized companies dont have dedicated man power setting for this customer handling, they will only handle when worst comes or else they just ignore FOR COST EFFECTIVENESS
CAN'T COMPLAIN IN A SMALL AND MEDIUM BUSINESS IN INDIA because they are growing slowly,
ONLY BIG BUSINESS HAVE FUNDS TO MAINTAIN CUSTOMER CARE:)
THESE SMALL AND MEDIUM BUSINESS will answer for sure IF YOUR COMPLAINT IS WORSE LIKE CONSUMER COURT CASE or else they dont bother to CUT THEIR COST
