What is that Issuer Markup Assessment charges on your Credit Card statement?

This is an information post, for people trying to search more info about the Issuer Markup Assessment charges on their credit card .
I was surprised to see these new Issuer Markup Assessment charges getting debited on my Credit Card statement since March 2021. Never remember seeing these charges before on my statements.
Tried searching on the internet to know more about this, but there were no articles on the internet explaining what these Issuer Markup Assessment charges means,
So to know more about this, I rang up the Credit Card issuer, only to learn that these charges are the Foreign Currency Mark Up Fees for international online payment using your credit card.
Why did I start seeing these charges / fees only since March, maybe this has got something to do with PayPal closing down their business in India.
All the international payments / subscriptions payments that you make through your paypal account, may now attract this Foreign Currency Mark Up Fees from your credit card issuer.

As per the Federal Bank Customer care service, It is a charge they are taking for the international payments. (It is 3.5% of total international transaction made for IMPERIO Credit card).
