That will aggravate the situation as many liberals will come on streets naked to support such acts. Such an order will backfire. People in power need to curb such mental disease with some reverse psychology and put such people who are influencing the minds of others, behind bars. but then no one will do it as it will harm their own personal selfish reasons and they will not hesitate even a moment to shoot the messenger.

Log aaj kal mental ho gaye hain. They can go to any extent to get attention from people.
Also If one thinks that lust brings happiness then they can go to any extent to fulfill their lust and in turn cross over to the negative side.
Better to not concentrate on why people behave in such a manner and keep ourselves sane as to not get influenced by such negativity in any way.

they're probably getting paid. many couples on adult websites do that. first it was common in hotels, couples started doing dares with delivery guys and then began roaming in open which was most of the time limited to secluded places, now on busy roads.
Films have been one of the prime reasons behind people behaving in such a manner. The delivery boy thing you wrote bout is shocking but I had seen the trailer of an ott movie i guess with konkana sen Sharma where such characterless behaviour was promoted. Films are promoting such filth and Instagram and such social media sites are giving the people a medium to mimick such things in their own lives. I think the best profession world over right now is psychiatry cos after the dust has settled, these people will require therapy to come out from it.
Had seen a video of a guy a few days back, who used to do skating near Mumbai locals. The police went to arrest him but they came to know that he has lost his arm and leg.
Attention seeking, trying to impress people and mimicking others, instead of living your life peacefully, won't work. But it will be too late when people start understanding this simple thing
Whatever it is, police is understaffed and we dont have 100% cctv coverage and monitoring of public places. These are very basic problems, require high capital outlay.

Not sure how 'respectable' neighborhood matters. I dont think people walk around naked even in violent/shady neighborhoods. Maybe they were doing some sort of risque video for the sake of "Likes"
