Slowly every bank are bringing usage restrictions on infamous 4900 utility MCC. Most of them are charging 1%+GST. I have noted below a few I know. These limits may not apply to premium cards. Please mention, if you know more.

Indus has 20k wallet load and 25k utility restrictions.. with rewrd..
Axis has restrictions of 25k but also no rewrds on utility.
Bob no rewards on utility neither on wallet.. have bob select
