Transfer money without adding receiver PAN

Hi,
is there any app to pay rent or education fess (through credit card) without entering receiver's PAN details.
Cheq, Cred are now asking for receiver PAN when I am trying to send them money using education or rent option.

If you don't give receiver PAN how can you claim HRA? they will cross check.

Nope bcoz most landlord's were doing tax evasion by not declaring income from house rent; so tea seller mandates all rental payments via CC must mention Landlord's PAN from the start & it will automatically show up in Landlord's AIS
