i have often wondered about it, but after coming across this report https://barandbench.com/news/diljit-dosanjh-concert-delhi-high-court-seeks-centre-response-plea-outlaw-ticket-scalping i am again left contemplating
whether more legislation or better measures to enforce the laws... could help curb 'ticket scalping' (black marketing)?

It can be done if they want to, but it's mostly the organizers who are profiting from such practices behind the scene, so they don’t want to implement preventive measures.

Preventive measures are quite simple and is widely implemented abroad. Tickets are to be booked online in your name, and when collecting the tickets at the event venue on presenting your booking receipt, you have to present your photo ID. The name on the booking receipt and your ID should match. This is how tickets for football matches and other events are issued in Europe.

Then it is simply dad that heights of corruption and lack of eill is keeping us in such loop.

It used to be movie tickets in the previous century, now it is ThandaKhel concerts, other music concerts and in future too.. there might be such things.
