As in Title the friend saw a deal and got interest at buying a Phone
Saw A Post about 60% off on Mobiles or any Product from Amazon contacted and made upfront payment and now the scammer is not returning The Amount of Rs.4500

Any suggestions on what can be done or how can the money be got back?

Account freeze Karwa do, jiss Account mey transfer kiya hey. Raise your concern at cyber crime portal and then you'll get the ticket no. Now just take that ticket number to the concerned bank. They will freeze it or put the ' STOP ' mark on dispute amount. Government banks inn issues ko high priority datey hey. Try it asap

4500 is a large amount for second class people where you can clearly see screenshot mentioned that it's nearly half of the salary
So such scammers deserve that kind of treatment which is nothing to them.

@Bhawin here's my life experience with money that I learnt hard way. Once it leaves your own ownership ( from bank a/c or cash) it is very hard to bring it Back.
From lending to few Friends and relatives to bribing government clerk and police officer for doing their damn job, on multiple occasions I had lost some money because I trusted the wrong person.
And here your friend trusted a stranger online.
Now that lesson seems to be invaluable ( something that money can't buy)

This amount is too less for police to take action on it because they always want their cut now imagine their cut is 20 or say 30% now 4500's 30% is 1350. Police do not interfere in that amount because its against their standards 😄.
Anyways scammer openly saying get 60% off on any product from Amazon and your friend trusted him 😳 ??
you need to give him some important lessons about money and greediness in life okay.
Just raise FIR in police and cyber crime and wait and watch that's it
