Just a query, did the Indian government change the definition of 'train accident' at some point of time? Because our own government is very good at doing that. I hope you know how the government changed the definition of minimum wage to declare our country as 'developed' (like USA, Europe, Japan, Korea, Australia, NZ etc.) from 'developing' (like Africa, most of the south east Asia).
