Now this is serious concern , goverment should pass guideliness for outdoor unit installation and cagging .
as amount of AC installations are increasing on multiple fold .
These kind of accidents are human made and is bound to happen .

Yes for that only govt should introduce installation laws for safety and precautions ... make it compulsary for AC companies .

Why you want to open another route of bribe/corruption?
Already hefty bribes are being paid by Delhiites.
Kisi ki zindagi ka koi bharosa nhi ha aaj ka time. Only reason are human being greed. Animals tak ka jangal cheenta ja rha ha har cheej ma milawat.
Just amend building permission guidelines to include AC dust inside house. That should solve problems of this type. No new bribe required as we do so for occupancy certificate.
We have enough laws and just that we lack in implementation right from birth to death
There is alot of corruption in occupancy certificate. Not sure if delhi system is efficient. Here they hardly check anything before issuing it.

Even for individual house, Installation guys are not placing the outdoor unit in existing concrete slabs instead they are insisting to place it in mounting brackets. They are using normal pvc plugs and provide anchor bolts only when requested.
Higher Margin on substandard products is what is driving to skip basic safety
