Dell is a non-starter. Likewise Micromax.
Budget Samsung tabs have mediocre displays made worse by underwhelming SoC paired with insufficient RAM as far as OneUI is concerned. Ironically their class-leading software update period can potentially make matters worse as newer Android OS versions usually are more memory-hungry. No idea about sales in Dubai etc.
Lenovo tabs can be a decent choice depending on the SoC which also decides the all-important hardware video codec support. I haven't really tracked them as usually the software support was underwhelming and there was little to no custom ROM dev. to fall-back upon.
Tablet batteries usually range from 8Ah and above so multi-year longevity is rarely a concern unless it's used in lieu of a TV.
If the budget can be extended the Xiaomi Pad 6 can be had for Rs 20k which has zero competition in the Android tab space even upto 30k range. It does have custom ROM development (necessary because of the short update period). The Samsung Tab S9 FE is a little more expensive.
Otherwise the recently launched Redmi Pad Pro with SD 7s G2 looks decent but not priced well rel. to Pad 6.

Tablets under 10k next to impossible! Jittery ui, worst hardware and laggy, unoptimised software will ruin the experience. Instead, you can buy her a gift card. Or you can directly ask about her personal preference? Maybe a wrist watch or smartphone or laptop.
