SBI has very known issue of accepting payments over and above last month due.
Incase of SBI Cashback card - while making the payment of your credit card deduct the cashback amount from your total due and then pay, it will be accepted.
Regarding your payment failure, it will be refunded back within 3-5 days but if your due date is near then dont wait for refund but pay your dues.
SBI has strict policy of penalties, it will add the late payment charges if the due date is passed by 3 days.
