Except for point 5 , others are good steps.

On point 5 i think it would defeat the basic purpose of even hedging through options. 20 lakhs would be too big to be used by any small retail traders at all (for index its fine, talking specifically on stock options).  They should first bring it near 10-12 lakhs, rather than the sudden jump. Anyways, not a big thing.

Sudden jump is good for cutting retail people who are less aware of things:) so its kinda a good move, but hard for regular users, but its very good for new users who won't fall into this trading easily when the lot size/capital size is huge xD so they have to take more leverage which will make many retail traders avoid it or atleast make them participate them lesser in this danger of speculation trading

Very good for small investors like me:) who enjoy stock market investing rather than speculative trading

since trading can be in more safe this way with some of these points (which inturn is good for investment world) , its a great move:))) and it will save commoners from BUY THIS CALL kinda scams xD to some extent

The good thing is retailers will shift to investing rather than trading and it will be good for market over all

But

It is also loss of opportunity for retailers to not be able to trade in FnO, which only HNI, insitutions will be benefitting.

Contract size should not be increased beyond 15 lakh. May be Govt. does not want to leave the scope of even thinking to trade in FnO for retailers that is why sudden jump in contract size is being brought.

Consequences- Retailers will look to trade in Crypto where a lot of opportunity available but with a lot of risk.

Conclusion- This type of binary(0,1) attitude of Govt. is not good in the long run, they are using same tactics in Taxation, Regulation, Law but it is not helping much. We need transformaiton and innovation in all the policies and for that we need to take help from Private sector also not just those Old Mindset bureaucrats.

Govt. needs to go in Qubit mode rather than being only in Binary mode.
