Their logic is customer is spending a few thousands on product so they will end up paying the extra 40 + 19 + whatever new fee the can think of. They dont care how much we swear at them - their mission of sale is accomplished!

I am unable to complete the payment using gift card...my gv balance is 2070 and my trying to order an item worth ₹1450..
