Hello,
The SBI credit card I have only have 10K limit but I want to make a purchase of 27K
is it possible to load 17k balance to card via bill payment and make a purchase of 27k ?

You can't set per transaction limit more than the card limit
everyone answered already 
so just let me add one thing:)
a) when i applied 2nd SBI card my existing limit is spit between the 2 cards with no limit increase
b) and when I applied 3rd SBI card my existing overall limit got increased a bit
limit totally depends on your income and your REGULAR current use of the existing SBI card:) - SMALL IMPORTANT WARNING:) so dont expect it to happen but this is nice to try, to see if luck works for you
so apply new SBI card and you might get a limit increase:)
but it will take approximately 20 days to finally get the card once approved, so not useful for this sale:) but still you can try to apply 2nd card for upcoming multiple sales in both amazon and flipkart till Jan 2025 in different names:)
btw I have two active sbi cards (simplyclick and cashback) and one closed sbi card
Cashback card has 1L limit but does not work in sales and simplyclick has 10k only thats the problem.
I tried transferring limit from cashback to simplyclick but that was also rejected.
so cant buy a new phone now ;(
