Talked to Amazon customer service about this.
One person was completely clueless & told me to wait for few hours.
Another person said that the offer is withdrawn by the banks. When I told him this offer is launched by the Rupay payment network, not necessarily the banks, then he said offer is provided to Amazon by the banks.
So take this information as you wish.

Thanks. It seems true. Banks may not have received that money from RuPay / NPCI. While this has happened in the past, the current one seems unnatural when it coincides with NDSL account blocking.
