Must mention what exactly you are looking for as a rupay cc. If adding to UPI it is then not all cards gets connected to upi.
To use for daily basis and pay via UPI and I have already mentioned it for UPI only
Best way to get first CC without Cibil is go via Kotak saving account, can opt for kotak 811 0 account, use it for sometime and wait for preapproved card, take the card once you see the offer and then can apply for other bank cards in another 6 month after first card.
For Tata Neu Card, from time to time, check the app if the card is being shown as LTF, also regularly check your credit score in the app, it helps too.
For me, after couple of months of FYF offer, I was offered LTF card.
Another RuPay card newly launched is Kiwi (app), card is issued by Axis bank, but it is virtual credit card. Download app and check.
Kiwi rejected me despite having good credit score, I'll keep checking Tata neu
