I have recently obtained HDFC virtual Rupay UPI credit card. But all my upi merchant transactions are failing. I have enabled online spends and Merchant outlet through MyCards portal.

While making upi payments through rupay cards to merchants  I get error that

Payment was declined if any deducted amount will be refunded in 3 working days. 

Why this happens as it happens with few merchants only.

I am also getting error msg by paying through HDF C virtual rupay cc

not able to pay merchant using HDFC Rupay CC via Bhim,Phonepe app. 

All the transactions are getting failed.
