You have three options.

1. Download all the emails and clear up the inbox.

2. Delete all the unnecessary stuff from your account like photos, videos, drive files. Download them & keep them offline

3. Create a new Google account and set up auto forwarding to that email, and also the ability to send email from that account using your current email ID. This will be a little complicated.

search in gmail "size:1mb has:attachment" then delete unnecessary emails which taking up space, clean google drive also

now most people set google photo to auto backup mode and keep taking all sorts of photos with their phone that they do not really need. the result is storage gets used up.

just review your google photos and delete all unwanted photos/videos

Its better to keep all photos in local disk than cloud. For email and important documents free 15gb would be sufficient. Or lifelong we have to pay for cloud storage.
