First of all they need to register a FIR. Then go to your sim provider with your id proof and copy of FIR and ask them to block the sim card and issue a new sim.
After number is blocked the thief wont be able to access whatsapp.
If possible use google find my device or iphone's find devices to erase the data remotely

Just came to recieve someone in station.their phone was stolen in train.happened with many people in same coach. When they get the number reissued and reinstall whatsapp then will wa in the previous phone stop working as its activated in new phone? Will wa in older phone show a notification or something that it's activated in xx phone or something? Is it possible to reregister on wa web or is phone required for this? Last they don't remember which Google email was linked to the account in previous phone. When wa is reinstalled will it show the email in which all the wa backups are saved?

There's no need to register an FIR in order to block a number (the police only register it in the GD anyway) . It can be done easily in the telcos apps provided the registered email address and alternate mobile number are accessible. Once the number is blocked and after re-registration WA should stop working. Must reactivate it within 30 days otherwise the account will be permanently closed.
Up on activation WA on a new phone, the old one will stop working. (Only if the phone is connected to the internet.) If it's not connected to the internet, whoever has the phone can access the old data. (Assuming no screen lock.)
If they know the Google Account details, the WA backup can be restored, otherwise, it will start as a new one.

No, without having WhatsApp installed on a phone, it's not possible to activate the web. A new SIM will have SMS stopped for the first 24 Hours, be very careful while activating the WA on the phone too. After 3-4 tries, they will lock the account for some time (6-24H).
