Samsung F34 (lower mid range, around 13k on flipkart, with supercoins and credit card discount its under 12k). Need to buy charger worth 1-1.2k with it. Phone is good, battery is good, weight over 200g. Make sure to apply tempered glass and back cover ASAP as the phone is prone to scratch and fingerprint.

Best cameras are always found in the flagship models of iPhone, Samsung and Pixel. But if you had that budget you wouldnt be asking dimers for suggestions!

Anyway you could get the best camera phone but whatsapp/insta or any other photosharing/messaging app your mom plans to use will compress the image significantly. So it does not really matter at the end of the day unless she is doing photo editing on RAW images.
