I came across a recharge app named 'Billhub' available on playstore. It shows comission upto 4.5% on Jio, 8% on Airtel, 6.2% on VI and 7.2% on Bsnl. But is it legit?

all are "upto" which I guess will be like this CRED/Amazon offers - win upto 100Rs on xxx so maybe you might even get 0%
