Query Regarding RBI Ombudsman

Hello there all.
2 years back(11th November 2021 to be exact) my sister tried to withdraw Rs. 2000 from a Bandhan Bank ATM in Jalpaiguri. The transaction failed but her bank account was debited with 2000. My sister holds an HDFC regular account. On 15th November she came back home from Jalpaiguri and went to her HDFC home branch to lodge a complaint about the incident.
The complaint was lodged successfully with the bank and they told my sister that she would get her money back within 10 working days. She waited for 10 working days but no refund came into her account. She went to the bank after 2 weeks about this. The branch manager told her that as she tried to withdraw from another bank's ATM(Bandhan Bank), it would take time to resolve. Again she waited for 1 month and went to the branch manager. This time again the branch manager said that it would take time.
My sister finally lost her hope and forgot about the 2000. A month ago I watched a short video on YouTube that the bank is liable to pay 100 RS. per day if the bank doesn't credit the money back in time in case of a failed ATM transaction. I told all these to my sister. She again went to the bank and lodged a complaint regarding the same issue with the branch manager(The branch manager is changed). She explained all the previous details of the transaction and the branch manager confirmed that there is a pending complaint regarding the same thing. My sister came back with the old complaint number and also wrote an application to the branch manager explaining the issue.
Today I tried to lodge a complaint with the RBI ombudsman regarding the issue and compensation but the RBI ombudsman isn't allowing me to register the complaint as the incident happened 2 years ago. What to do in this case?
Also, there are a few questions in our mind about the same. If anyone can answer it will be really helpful.
- Will my sister really get a compensation of around 70000 as it is an almost 2-year-old case?
- If yes, how to proceed with this as the RBI Ombudsman isn't accepting the complaint as it is a 2-year-old case?
***My sister informed the home branch about the case within 3 working days and has proof against it. The same thing was confirmed by the current branch manager. She has the previous complaint's complaint number.

Just enter the maximum date allowed and file the complaint. When bank calls you then tell them whole details. Once there is some action, even RBI will call you and ask you if you are satisfied or not. I did the same against IndusInd bank. IndusInd resolved the issue in one day which they were not doing for three months after escalating to RBI. Then RBI called me and confirmed whether I was satisfied with the result and then they asked for my consent to close the complaint.
