Complain to airline - they are supposed to be in charge of luggage when flying even though the airport staff do all the (mis)handling.
If they try to dodge responsibility maybe you can try some sort of consumer rights court.
My baggage was completely torn-apart when I collected it at airport .

Go to the airline counter and report it. I think you can get a Damage certificate from them. Take pictures of your damaged luggage as proof just in case. Maybe you can file for compensation or ask them about the process. If the novices at the desk dont know ask to speak to a manager or airport authorities.

Thanks, got property irregularity report from airline, and raised case with them. Lets see what happens now.
Way back in 2010, i lost my bag and reported it at the airline counter filled a form. With 3-4 days the claimed money deposited and next day lost bag arrived to my home adress filled in lost form and complimentary swiss chocolates and sorry letter.
My common man's heart could not digest this that time.
Now its like any roadlines bus, most airhostes and passengers are equally rude, sometimes feel bus conductor was well educated and should be elevated to air bus.
Money in every hand ruined.
Update : Vistara has agreed to give Rs1300 as repair cost for my travel bag dammage.
Need suggestion from fellow dimers , if this amount is ok or should I ask them for complete replacement cost of my bag, as my bag was relatively new , and cost was around 2.5k.

instead of asking this on some random internet forum, one can approach the airline staff and officials on the airport itself.
Rules in India mandate 'replacing' the damaged bag/baggage with a 'new' one of the same make/model.. in case of international flight.
Airline staff however are no different than Flipkart, Shopclues, Amazon customer care and irrespective of damage and whether the PAX is from a domestic flight ir international flight.. they try to settle for some vouchers (which can only be redeemed if usingnthe same company again in the future) or by offering a token compensation of 1500-3000₹.
Once DGCA rulebook is shoved in their face and/or threat of a complaint to the DGCA, aviation ministry is made, mostly the sensible ones immediately settle as per the rules.
