Query on Axis Bank credit card refund and bill adjustment.

on 17 th October 70k axis credit card bill generated and 02 November is due date, I paid 40k. On October 27 did a transaction of 20k but received same transaction refund on 30k. Now in axis bank it's showing as I have to pay 10k only. Customer care said that refund is considered as payment. Then can I order a product and cancel like that every month? As refund is considered as payment

Kindly help me to understand this.
