Please suggest a entry level smartphone

My aunt uses a Moto E4 Plus. Which somehow still works even after 6 years or so. But she will be buying a new phone in the upcoming sales. Her budget is around 8k.

Her mandatory requirements are the following: 

1. Call recording without any sort of announcement

2. 128 GB storage

3. Preferably a good SoC which will stand the test of time

Strictly no Chinese phones like reelmi redmi etc. Is there any motorola phone which offer call recording without any announcement? If not, Samsung phones still offer it without any fuss right? In that case please suggest a Samsung phone.
