Please clarify Tata neu bill pay Pay day offer

Is it upto 100 neucoins for old users too or only new users? And is it in addition to 5% neu coins for Tata neu infinity card?

Also, someone has said that they didn't receive the 5% neucoins while paying electricity bill through Tata neu cards. 

Any clarification will be welcome.
