Check UAN status online. UAN can be blocked due to KYC validation issue. KYC can be updated online or through present employer only. For KYC validation name father's name and DOB needs to be exactly same in UAN Adhaar, PAN & bank acct.
Since he has another job the PF balance can only be transferred and cannot be withdrawn. However, he is eligible to take advances as per EPFO rules.
In case there are two UAN acct, then a merger request can be given.
