Merchants are turning off CC payment left and right, I am pretty sure it will be useless in a year. Only way it can be successful is if NPCI removes MDR charges from Rupay or sets it at 5000 or 10000. Those kinds of bills are very few in day to day life and already max payments are below 200 according to NPCI.
