Park+ petrol voucher

I've more than 8l Petrol, but still unable to purchase any Petrol vouchers even 500rs one, It says voucher unlocks at 5l+ Petrol.
Also I've never been able to get the 2k voucher, pls share tips and tricks to get that after the recent changes.

Nowadays Park+ is asking to verify the ownership of a car by doing a 400 rs fastag recharge. Even after that, these Petrol vouchers are lottery-based and we need to try to book them like booking an IRCTC Tatkal ticket.
I am generally able to get a 500 rs voucher and have only once been able to get a 1K voucher.
