Opening new Airtel fastag

My car fastag was closed by livquik.
So planning to open a Airtel fastag.
While trying to open online 299 is showing as charges.
200 shows fixed and 99 tag expenses.
Is this 200 is usable other than fastag, ie, can transfer in airtel payment Bank?
Ane way to get airtel fastag with less amount?

Mine blocked but that's time money is low 600 hundred no response from customer care, don't purchase airtel fastag it is shit

No, it isn't possible. That is a security deposit.
It is not usable for expenses other than fastag.
Also, there is no other way to get airtel fastag at lower price point than that.
