The penalty would be charged on Service providers but they may transfer this burden to consumers.
The reason provided is that people don't recharge secondary numbers regularly and such numbers should be blocked, as there is shortage of new numbers
These regulatory bodies are here to make our life better but it seems like they don't want us even to have few food things which we have.
We Indians, as a consumer class will never enjoy good quality products and services due to our badly designed policies.

Well its a good move i would say for safety:) to avoid sims being dormant:) if you dont need just cancel the sim, if you need the sim just recharge minimum PAYING MORE TO TELECOM COMPANIES:) xD

then the 'lack of fresh numbers' logic is a hogwash (in my view).
Back in December, 2002 when many locations migrated to the new/longer number formats.. it did not really cause that many issues for seamless integration.
For example, in Bombay, the landline numbers went from seven digits to eight digits.
We are over two decades ahead and even more resourceful than before.
If aspirations keep growing, along with incomes and their solution is to penalise use of a service, then what would they have done with IP addresses¿ if IPv6 did not happen?
Charge ISPs extra for every device connecting through them?
I would not be surprised if the 'let us penalise using the service' idea stemmed from some bureaucrat (babu) who moved to TRAI from some power distribution company.
(Getting charged higher rates for using additional electricity though has valid grounds. Applying that logic to commodities like phone numbers is comical.)

basically favoring duopoly as Vi or bsnl is secondary number for mostly anyone who still has them, this number thing is bullshit they opened number with starting 6xxx there is still 5xxx series available, also total no of subscribers dropping as people can't have multiple sims anymore, all those numbers goes in recycling anyway
this reminds me when airtel said OTT platform needs to pay telecos money cz most of data used on them??!!!

I recharge 2 nos with yearly plan. Why would govt care even if I use 2 sims or more. Does it matter?

This is one of the most hoaxed and clickbait title I have seen in recent times (got a mini heart attack after reading the title). This is only applicable when you do not recharge your secondary number. People like me who use Vi and BSNL (using later as secondary but recharge every month) has nothing to fear with it. If you want service, you need to pay for it, nothing is free.

This is just pure corporate lobbying.They have no problem with dual sims.They have problem with low recharge on second sims.They have already made keeping second sim a money pit.Now they wants more.And I am sure, there will be some corporate apologists who will try to justify it, giving nonsensical arguments about safety, privacy etc
We have come a long way since then
Monthly recharge price is so high that it is difficult to recharge only first sim for many. The number of people using dual sim reduced drastically. It is a good move. They can ask phone makers to stop making phones with dual sim.
The government should prioritize helping individuals over businesses.
Well I've to put my foot down and say this notion is OUTRAGEOUS and ludicrious. TRAI is in bed with Chortel and Jio|oiL now.
If anything they should be charging less.
I just want to add some greedy tricks these network providers use which TRAI has turned blind eyes on:
I. 28 days month concept.
By this method, we are actually paying for 13 months in a year.
II. minimum recharge concept.
Now a days, minimum recharge to keep a number active is getting ludicrous high. Its like ₹179 for 28 days.
III. Forced Plans options. There are no options now to pick only calling plans or validity plans. All in one plans are replacing those.
IV. No human customer or customer support only for premium users.
Just open your phone and try reaching out to an actual human support.
Its getting near to impossible.
Prepaid is not like prepaid anymore. It's just postpaid but with advance payment

Well the article does clearly say the penalty would be charged on service providers but charges will be passed on indirectly to customers by the cellular service providers. TRAI has clarified that only - that they don't directly plan to charge customers for multiple SIMs. Doesn't mean cellular service providers won't. They need stricter regulation
