Those looking for answer.
I tried multiple banks at multiple location including ADCB Bank
Apart from charges by Indian bank, ATM withdrawal charges are very very high. Better buy currency from India and use Niyo/Equitas cards for Tap/Swipe.

Niyo Global Cc ATM Withdrawal fees in Dubai 750 INR incl GST.
Use ADCB Bank so that no additional charge is there from Dubai bank side.
Otherwise 7AED additional will be charged plus 750 INR from Indian Bank side
