I could be wrong but I do not think that it always has to be an "either or" situation between hallmark and KDM.
I mean obviously KDM (involving cadmium) has been banned by the Bureau of Indian Standards, so I meant pure gold/ kundan.
Unless you are the one (who is) going to use the jewellery themselves, how are you expecting us to suggest you on someone else's preferences about designs?
Ask THEM about where they prefer looking for designs.
Pyre gold/kundan except for ear-rings, nose rings, that thing on the head (worn on the scalp).. having 24K in any other jewellery is impractical. It is so soft and susceptible to wear tear that pure gold in finger rings bracelets or bangles/ kadaa will only put a smile on the seller.
In old days people use buy biscuits of good mines or with the stamp of the Queen (England).. smuggle it into India and got a slight premium for such gold.
Even now, if existing/ old gold is fetching proper rate, then using it is a good idea to get new jewellery in exchange.
About tips on saving.. since you mentioned Tanishq.. yes it might be possible to get both.. good designs and also savings. People here often discuss getting Tanishq vouchers at discount and then to paying for them using specific cards to get further cashbacks.
Occasions/events when brands offer discounts on 'making charges' is another thing one can hope for.. to save.
Else in Rajasthan U.P. etcetera there are informal businesses (aunties, families) who get custom work done via the artisans they know and things can be bargained with them.
Such ones can even be as exclusive as Cartier and what not.

Hallmark or KDM mark?
<< KDM is not mark but it tells the purity, thats all. Hallmark is certificate issued by jewelry shops after its been certified by BIS registered establishment>>
<< whatever it is , to make 22k gold ornment or 91.6 kdm, the gold smith mixes 8g of copper or silver for every 100g of 24k gold. How do we verify this? This is where the Hallmark registered testing agency comes to play. After ornment is made, this will be taken there for testing. Then the BIS certified agency tests this for purity and weight and issues a hallmark certificate with photo of ornment and weight for a nominal 300-500rs>>
