The 500W-600W toys which come for cars might come cheap. However for the said use, a blower might be better.

Else, handheld ones would be in budget.

Example: https://eurekaforbes.com/dp/GFCDFSUPC00000/forbes-super-clean-vacuum-cleaner
I think my (cousin) sister's family has these.

If those oldish looking.. canister type.. ones are okay,
then.. although now 'Black and Decker' is basically a Chinese product.. still something like BDWD08-B1 or anything with the wet option too.. can be looked into.

Especially since debris in the window sills could even be insects, plant matter or other things.. stuck in there with water or grime.

Although BDWD08-B1 is 1000W only, there are other options too in Black plus Decker.

I am not a big fan of 'bagless' ones, just for the sake of taking a bagless one, but the Eureka Forbes SuperVac has been in use with someone.. in their office and they seem contended with it.
I think that it is 1600 watts and a bit outside the budget, unless somewhere there is some mega steal-deal.

Surprisingly, https://unalsaappliances.com/details/homeasy-wd10 I see the Inalsa 1200W.. 10 litres capacity shell.. at ₹3295 even for cash on delivery, from the seller RetailEZ Pvt Ltd, which would easily be within budget if one makes a prepaid order and uses some offers or gets Amazon Gift Cards for 7-8% (effective) discount.

Karcher too market reasonably good vacs. However of my limited checks right now, I am not able to see the best discounts or offers on it.

P.S.: I wasn't dissing the lower rated vacs. It is the design and build quality that matters. The https://kurnool-as.indialisted.com/132105/garden-house/bpl-vacuum-cleaner_3371189.html old BPL Tornado Trendy that my folks had/have.. is long retired, but the unit still works just fine.. after over three decades too.
They moved on to a Bosch one for main cleaning and i think the handheld might be something like the Easy Clean Plus by Eureka Forbes. So even 800W is sufficient in some cases or does the job of cleaning carpets, tapestry.

Get a 21-liter vacuum. The smaller capacity ones that comes at these price range aren't worth it. Every time you use them, the dust bags or filters are full or clogged, making it a hassle to clean with it.

Emptying and cleaning the dust bags and filters each time itself tires you and make you feel like not wanting to clean the house. Get the 21ltr ones.

If you want to clean the sliding window channel gap then only vacuum won't help. You need to scrub it first with a toothbrush then use a vacuum cleaner.
