Need help regarding Fuel Surcharge Waivers on SBI BPCL octane card

I have 4 transactions that are ₹4000+for last 2 statement cycles 2 in each cycle , but I didn't receive any fuel surcharge waiver of 1% on any of those 4 transactions, so made a complaint, they replied transaction more than 4k don't receive Surcharge waiver, I thought I will get atleast 40₹ on transactions above 4k, so is customer care right, or should I be fighting for 40x4 = 160₹ weiver? What are the suggestions?

Yes i knew this tnc, but I thought it as a max capping for weiver, like for any transaction above 4k, only 1% till 4k that is ₹40 will be provided, but as I have got reply from care ₹0 will be provided. So I'm confused how this even works, bank is like we will give if transaction is lesser and won't give if it exceeds

I have one doubt, why everyone is using credit card for fuel with surchage, i mean we can use credit card for all other things and for fuel we use other payment modes like UPI, without surcharge
I mean what attracts people to use fuel credit cards + surcharges???

Not sure if their T&Cs are updated recently or was it the same for a while now - Enjoy freedom from paying the 1% fuel surcharge across all BPCL petrol pumps in India, on transactions up to Rs. 4,000, exclusive of GST and other charges
